
The Office of Regulatory Affairs at Central Connecticut State University serves as the institution’s central authority for regulatory compliance and civil rights enforcement. The office is responsible for ensuring that university operations align with applicable legal standards while safeguarding institutional integrity. This office administers and oversees compliance with a wide array of federal and state mandates, including Title IX, Title VI and Title VII of the Civil Rights Act, data privacy, the Family Educational Rights and Privacy Act (FERPA), Connecticut State Ethics laws, and the Freedom of Information Act (FOIA).
Title IX
A core function of the office is the administration and oversight of Title IX compliance. This includes management of reporting and resolution procedures for sexual harassment and discrimination, and implementation of mandated training programs for students and employees regarding Title IX and sexual harassment prevention.
Civil Rights Compliance
Under Title VI and Title VII, the office ensures that Central maintains a learning and working environment free from discrimination based on race, color, national origin, sex, and religion. This includes proactive policy review, training, and resolution of complaints related to harassment, disparate treatment, and retaliation. The office also supports state mandated affirmative action initiatives and monitors compliance with state equal employment opportunity standards.
Freedom of Information
ORA serves as the central authority for managing and responding to FOIA requests in accordance with Connecticut’s Freedom of Information Act. The office ensures that public records are disclosed promptly and appropriately, while safeguarding confidential and legally protected information. FOIA requests are typically submitted through a designated online form which is accessible here. Upon receipt, the office logs each request and initiates a review process to determine the scope of the requested records and any applicable exemptions. These exemptions may include personnel and medical files, investigatory records, and student education records protected under FERPA.
Student and Data Privacy
This office works in collaboration with Information Technology leadership to implement cybersecurity safeguards, review privacy protocols, and provide guidance on the handling of personally identifiable information. We ensure adherence to federal laws such as the Family Educational Rights and Privacy Act (FERPA), institutional privacy protocols and contractual confidentiality clauses. In the event of a data breach, the office assists in managing investigations, reporting obligations and implementing corrective actions to mitigate future risks. Through strategic oversight and operational diligence, the office upholds Central’s commitment to safeguarding sensitive data and maintaining institutional integrity.
As the Vice President of Regulatory Affairs, the Vice President is the University’s Ethics Compliance Officer and Freedom of Information Commission Liaison. The Vice President serves on the University’s Threat Assessment Team, Facilities Planning Committee, as well as the Sexual Assault and Interpersonal Violence Resource Team.
