Identify and examine the Constitution, Bylaws and mission of the Recorder and the Constitution and Bylaws of the Media Board and its role in overseeing the Recorder.  Locate and examine the Constitutions, Bylaws and Missions of student newspapers at the other CSU universities and at our peer institutions.   Identify the process for revising the Constitutions and Bylaws of the Recorder and the Media Board.

Identify the funding sources for the Recorder and the Media Board and how control of those funds is exercised.  Identify the funding sources of student newspapers at the other CSU universities and our peer institutions.  Compare the amount of funding available to the Recorder to that available to other student newspapers.

Examine First Amendment principles as they relate to student newspapers at public institutions.  When is a student newspaper a public forum?  What speech is protected and what speech is not?

Identify policies and procedures currently in place that govern editorial oversight and mentor oversight within the Recorder.  Examine the roles of faculty and professional staff advisors to the paper and other campus media.  Identify similar policies and procedures and advising roles at the other CSU institutions and our peer institutions.
