Introduction
As part of its educational mission, Central Connecticut State University (CCSU) acquires, designs and manages computers and related computer systems and networks. These resources are intended for university-related purposes, including direct and indirect support of the university's academic mission, university administrative functions and student services.
This policy applies to all users of university computing resources, whether affiliated with the university or not and to all uses of those resources, whether on campus or from remote locations.
Implied consent:
Each person with access to the University's computing resources is responsible for their appropriate use and by their use agrees to comply with all applicable University and with applicable local, state and federal laws and regulations.
General Regulations on University Computing Resources and Facilities:
All computer resources and facilities of Central Connecticut State University should be used solely for legitimate and authorized academic, instructional, research, administrative and public service purposes in accordance with federal, state and university contractual agreements.
Making University electronic information, account information and/or computing and network resources available to individuals not affiliated with Central Connecticut State University without approval of an authorized University official is prohibited
Any unauthorized, illegitimate or illegal use of university computer accounts; the university network and the Internet, computing equipment and resources and/or facilities containing them will subject the violator(s) to disciplinary criminal and/or legal action by the University and/or the State.
- Use of university computing resources and networks by members of the campus community must be consistent with University policies and with local, state and federal laws. Users of the University's computing resources and networks, or any other networks or hosts that are used as a result of access to University resources, must comply with this policy and the acceptable use policies of any other networks or hosts they use.
- Users must respect the integrity of computing and network systems; for example, users shall not intentionally develop or use programs that harass other users or infiltrate a computer, computing system or network and/or damage or alter the software components of a computer, computing system or network.
- Users shall not copy system files nor shall they attempt to access or modify such files or software components or computer management programs and data except for specifically approved purposes.
- Users must not attempt unauthorized modification or repair to any equipment belonging to, or under the control of, the University.
- Computer resources shall not be used for non-academic work without the express written permission of the University. Users in doubt should contact the appropriate University Officer(s).
- Game playing that is not part of any academic course work is considered to be a misuse of computer privileges and is subject to the disciplinary actions outlined in the Enforcement section below.
- The University and its authorized personnel reserve the right to set priorities of the use of University computer facilities.
Copyright:
Any person who has been authorized to use the computing and network resources shall be expected to regard all copyrighted personal or proprietary information which may thereby become available to him/her as confidential, unless he/she obtains from the appropriate individual written permission to copy, modify or otherwise use any part of.
Copying, storing, displaying, or distributing copyrighted material using University computing resources without the express permission of the copyright owner, except as otherwise allowed under the US Copyright Law, is prohibited. Users are responsible for respecting copyright. Under the Digital Millennium Copyright Act, the University is obligated to take appropriate enforcement action if it receives a complaint that copyrighted material is being published on University computing resources without the express permission of the copyright owner.

Electronic Communications:
- Central Connecticut State University considers the University’s e-mail system in addition to the United States Postal Service, an official means of communication. The University will consider employees and students to be duly informed and in receipt of notifications and correspondences sent by the University to their campus e-mail account. It is recommended that employees and students frequently access their college assigned e-mail account for information from the University administration. Students may choose to have their campus e-mail accounts forwarded to an off-campus account. Such individuals, however, are responsible for managing their third-party e-mail account in order to allow it to receive e-mail from the University. Additionally, students are responsible for forwarding their CCSU e-mail account to a functioning external e-mail address. The college is not responsible for delivery problems to non-official e-mail accounts.
- Repeated, unsolicited and/or unwanted communication of an intrusive nature is not acceptable. For example, continuing to send e-mail messages to an individual after being asked to stop is not acceptable.
- Users shall respect the intended usage of electronic communication systems. For example, users shall not abuse the electronic communication systems through any inappropriate conduct including, without limitation, sending unsolicited bulk mail messages ("junk mail", "chain message" or "spam"), forging electronic mail, sending mail that will intimidate or harass other users, or consume network resources that can interfere with the efficiency of the system. Users shall not send malicious electronic mail intending to flood another user or site with very large or numerous pieces of mail ("mail bombing").
- The University's electronic communication resources shall be used in a manner consistent with the instructional, public service, research and administrative mission of the University. The University's electronic resources may not be used for personal business, or personal gain except as permitted by other University policies or explicitly stated in University contracts.
System and Network Security:
- Users shall not intentionally seek information on the network architecture, hardware or software components, databases, computing resources, or security components belonging to the University or any other entity.
- Users shall not connect a computer or any electronic device to a University computer resource unless it meets technical and security standards set by the Information Technology Services.
- Users shall not knowingly or carelessly run or install on any University computer resource, or give to another User, a program intended to damage, or to place an excessive load on a University network, University computer resource, or any Internet resource. This includes programs known as computer viruses, Trojan Horses, and worms. This prohibition also includes the use of any University resource to plan, to initiate, or to participate in the generation of an excessive load anywhere in the Internet, or in a distributed denial of service attack on an Internet resource.
- Use of the CCSU network, CSU wide area network, the Internet and any attached network in a manner that is inconsistent with the effective and shared use of the network or that precludes or significantly hampers its use by others is not allowed.
- Attempting to alter any University computing or networking components (including, but not limited to DHCP servers, bridges, routers, switches, hubs and wireless access points) without authorization is prohibited
- Unauthorized wiring, including attempts to create unauthorized network connections, or any unauthorized extension or re-transmission of any computer or network services
Privacy:
- Users shall respect the privacy of other users and entities. For example, users shall not intentionally seek information on, obtain copies of, or modify files, other data, or passwords belonging to other users, or represent themselves as other users.
- Using information technology resources to obtain unauthorized access to records, data, and other forms of information owned, used, possessed by, or pertaining to the University or individuals
- A user’s program and data should be treated as his/her private property. Users must therefore not attempt to access or make use of any other user’s programs or data without appropriate authorization (e.g. plagiarism).
- The Information Technology Services Department reserves the right to access user’s data and programs for appropriate management purposes, such as making backup copies and to ensure system integrity subject to the limitations of P.A. 84-206.
- Users shall respect the rights of other users. For example, users shall not harass, threaten or intimidate other individuals. Users must comply with all University policies regarding sexual, racial and other forms of harassment or discrimination.
Employee Ownership of Developed Intellectual Property:
All professional staff, management, unclassified confidential, instructional faculty and administrative faculty are deemed to have authorization to use Central Connecticut State University computer equipment for private academic research and writing on their own time when such use does not interfere with the needs of the University and subject to all other conditions of access to University computer facilities as may be established from time to time, on the following basis.
- University computers may not be used at any time for the conduct of a private business enterprise.
- The University shall make no claim for recompense for use of University computer equipment for word processing and preparation of manuscripts.
- Computer software products created by an employee specifically assigned to that task shall be the property of the University and the State of Connecticut. Said assignments may be the regular duty of the employee, or in lieu of such regularly assigned duties, or by special compensation under the applicable collective bargaining agreement. The employee who created the computer software product shall assign all copyright and/or patent rights to the University.
- Computer software products created for disciplinary research and/or instructional use, not covered by 3 above, shall belong to the creator subject to the following restrictions:
a. Such software products and all documentation shall be available at no cost to the University for instructional and administrative use.
b.
Sale of computer software products to the author’s students shall not result in profit, royalty or like payment to the author.
- Other computer software products created using University computer equipment, not covered by 3 and 4 above, shall be provided to the University for its perpetual use at no cost. The creator of such computer software products shall provide the University one copy, complete with documentation, of the creation.
Reporting Incidents:
Users shall report unauthorized use of their electronic mail accounts or usernames/ids or passwords to the Office of the Chief Information Officer in Henry Barnard Room 019.
Enforcement:
- Any user who deliberately or continually violates the policies governing the use of accounts and equipment will have his/her account and/or user privilege denied. Such misuse may result in disciplinary and /or legal action. The severity of the violation will determine the type of action that the University and/or the State will take against the violator.
- Student responsibilities, rights and obligations as it relates to this agreement shall be referred to the University Student Handbook.
- Faculty and staff disputes concerning the meaning or application of this agreement shall be referred to step 3 of the applicable collective bargaining agreement.
