Committee Reports A. Policy Committee 1. On April 1, 2004, The GSC Policy Subcommittee passed the following program addition admission policy for The Department of Educational Leadership’s proposed program entitled: Official Certificate program 504: Superintendent of Schools Graduate Program Changes in Admission Criteria: Evidence of Intermediate Administrator Certification and minimum of 50 months service in education, and Permission of Chair. Proposed Description: Total Credits 12-15 The program is designed for educational professionals seeking certification as a School District Superintendent. The core program consists of two courses on theory and research (EDL 681 and EDL 682) and two courses on practice (EDL 695 and 696). Candidates, who have completed their graduate work at CCSU will be required to take 12 credits. Candidates, who have completed their graduate work at another institution, will be required to complete 15 semester hours as mandated by State Department of Education and advisor dependent on student’s prior coursework. Rationale: With the initiation of the Doctoral program many students are now requesting they be prepared for executive positions in school districts. Further, state-wide there is a need for more candidates to fill vacant superintendent positions. The Superintendent of Schools OCP will fulfill these needs. The original core courses were approved as part of the initial Ed.D. proposal in Spring 2000 by the CCSU Curriculum Committee and Senate. The Department of Higher Education approved the courses in December, 2001 and the State Department of Education approved the Superintendency certificate program in September 2003 as part of our NCATE approval. C. Pudlinski reported that the Curriculum committee passed this last month. M. Nunn motioned to accept the changes and it was seconded. Approved. 2. On April 1, 2004, The GSC Policy Subcommittee passed the policy of adding a PLAN E Capstone Requirement for programs that offer a course- embedded Capstone option. (Programs such as Elementary and Early Childhood Education, Marriage and Family Therapy, and Special Education currently offer this option under PLAN C.) Rationale: All master’s degree programs at CCSU include the capstone requirement of a thesis (Plan A), a special project (Plan C) appropriate to the major, and/or a comprehensive examination (Plan B). Programs that currently offer course- embedded capstone requirements such as action research projects use the Plan C special project option but this does not differentiate between capstone requirements that are course-embedded and those that are not. Background: (Quoted From Student Handbook, p 22) Students may elect to follow Plan A (the thesis), Plan B (the comprehensive exam) or Plan C (special project), depending on which of the three options are offered in their program. Some programs require both the comprehensive examination and either a thesis or a special project. Currently Plan C (Special Project) The availability of Plan C and its requirements vary according to the degree program. In general, the special project involves completion of a body of work appropriate to the degree specialization. The faculty advisor, or other faculty members in the department, will supervise the project. The student’s work will be evaluated by the advisor and by other members of the department as appropriate. Students normally receive three credits upon successful completion of their project. The proposal for the special project is first forwarded to the Associate Vice President for Academic Affairs for approval. Once these steps are taken, the special project commences until it meets with the advisor’s approval. After the final submission of special project is approved, it needs to be submitted to the Associate Vice President for Academic Affairs who assures that the Special Project meets University Standards. Proposed: PLAN E Students who elect Capstone Plan E are enrolled in a program course or courses designated by the department as a PLAN E option. They complete a body of work appropriate to the degree specialization. The faculty course instructor (and/or other faculty members) of the department supervises the project. The student’s work will be evaluated by the course instructor and by other members of the department as appropriate. Students receive course credit commensurate with the hours associated with the course. There was discussion about passing the “concept” of Plan E with the thought of changing the name at a later date. No decision was made. M. Nunn motioned to accept Plan E as proposed. C. Parr seconded. Approved. B. Awards Committee P. Kyem reported for the committee. 1. The Graduate Scholarship Committee received two applications by the deadline of April 15th 2004 for this year’s Jack Kent Foote’s Graduate Scholarship. The two applicants are Ms. Deborah Rossel and Alexis Fedorjaczenko. Their applications have been submitted to the Foundation’s office so they would be considered for a National Competition. 2. The winner of the Community of Scholars Tribute will be announced at the Graduate Forum on May 6, 2004. 3. Graduate Student Association scholarship winner is Anne Charlotte Silver.
